The counting of votes for the Corporation of the City of Panaji (CCP) elections began at 8:00 am on Friday, March 13, at the Shyama Prasad Mukherjee Stadium in Panaji, bringing an end to an intense civic contest that saw high voter participation and a decisive political outcome.
The municipal elections witnessed a strong voter turnout of 69.07 percent, slightly below the previous election but still considered significant for local body polls. Ward 23 recorded the highest turnout with 81.94 percent participation, reflecting strong public engagement in the capital city’s civic governance.
A total of 69 candidates contested across 30 wards using ballot papers at 48 polling booths. The election process also included reservation provisions, with 10 wards reserved for women, eight for Other Backward Classes (OBC), and one ward reserved for Scheduled Tribes (ST).
When the results were declared, candidates backed by the Bharatiya Janata Party achieved a massive victory. The panel led by senior Goa leader Atanasio ‘Babush’ Monserrate won 27 out of the 30 wards, crushing the challenge posed by the local group Ami Panjekar, which was supported by former BJP leader Utpal Parrikar.
The sweeping result once again confirmed BJP’s strong influence over civic politics in Panaji and strengthened its position ahead of future political contests in the state.
Key Ward Victories Strengthen BJP’s Dominance
Several BJP-backed candidates secured decisive victories across the city’s wards. Yutika Zambaulikar won Ward 1, while Carolina Po and Margerida Fernandes captured Wards 2 and 3 respectively. Rohit Monserrate secured Ward 4, further strengthening the influence of the Monserrate political camp.
Other major wins included Kishore Sastry in Ward 5, Lorena Silvester Bento in Ward 6 and Kareena Shirodkar in Ward 8. Kabir Filipe Pinto Makhija triumphed in Ward 9, while Prasad Amonkar won Ward 10.
Further victories came from Tukaram Chinanawar in Ward 11, Varsha Hari Shetye in Ward 12 and Uday Vaman Madkaikar in Ward 13. Prajot Santosh Vaigankar captured Ward 14 and Shayani Chopdekar secured Ward 15.
Asmita Kerkar won Ward 16, Krishna Ramdas Shirodkar took Ward 18 and Nikita Naik claimed Ward 19. Shubham Chodankar, Manisha Manerkar and Diksha Mainkar won Wards 20, 21 and 22 respectively.
In Ward 23, Vidhya Satish Gadkar emerged victorious with the highest voter participation recorded in the election. Karan Yatin Parekh won Ward 24, Kirti Sakhalkar secured Ward 25 and Vasant Agshikar won Ward 26.
The BJP panel continued its winning streak with Vithal Chopdekar in Ward 27, Rupesh Ravindra Halarnkar in Ward 28 and Silvestre Fernandes winning Ward 30.
Ami Panjekar Registers Limited Success
Despite the BJP’s overwhelming dominance, the Ami Panjekar group managed to win three wards. Leonid Furtado secured Ward 7, while Jack Ajit Sukhija won Ward 17 in an extremely close contest decided by a margin of just two votes.
Liberata Mendes E Achari delivered another victory for Ami Panjekar in Ward 29, providing a few bright spots for the opposition in an otherwise one-sided election.
Although the opposition attempted to challenge the BJP’s stronghold in Panaji, the results showed that the ruling party’s local organisational network remained powerful.
BJP Retains Stronghold in Panaji Civic Politics
The latest results further cement the BJP-backed panel’s control over the city administration. In the previous CCP elections held in 2021, the Monserrate-backed group had already secured 25 out of the 30 wards, establishing a strong hold over the municipal body.
With the new results showing an even bigger victory of 27 seats, the BJP has strengthened its position in the capital city’s civic governance.
Control over the Corporation of the City of Panaji allows the ruling group to influence key local development issues such as road infrastructure, waste management, sanitation and urban planning.
Political observers believe the results will also have implications for future political contests in Goa, as strong performances in municipal elections often reflect the organisational strength of parties at the grassroots level.
