Imphal: Manipur on Wednesday witnessed the return of an elected government as senior BJP leader Yumnam Khemchand Singh was sworn in as the state’s 13th Chief Minister, bringing an end to months of President’s Rule in the conflict-hit northeastern state.
The oath of office and secrecy was administered by Governor Ajay Kumar Bhalla at a formal ceremony held at Raj Bhavan, marking a crucial political transition for Manipur. Singh, a two-time MLA from Singjamei, assumed office after securing the backing of the BJP legislative party and its National Democratic Alliance (NDA) partners.
Before taking oath, Khemchand Singh met the Governor to formally stake his claim to form the government. His elevation came a day after the NDA leadership finalised the new chief ministerial face during consultations in New Delhi. Singh is considered a trusted leader within the BJP and has previously worked closely with former Chief Minister N. Biren Singh.
In a significant move aimed at social representation, the new government inducted two Deputy Chief Ministers from different communities. BJP leader Nemcha Kipgen, belonging to the Kuki community, was sworn in virtually from New Delhi, creating history as the first woman Deputy Chief Minister from the community in Manipur. Losii Dikho of the Naga People’s Front, representing the Naga community, also took oath as Deputy Chief Minister.
The cabinet was further expanded with the induction of Govindas Konthoujam from the BJP and Kh Loken of the National People’s Party, reflecting a coalition-based power structure aimed at political stability.
Manipur had been under President’s Rule since February 2025, following the resignation of N. Biren Singh amid prolonged ethnic unrest. Parliament had approved an extension of central rule, which was due to lapse later this month, making the formation of the new government both timely and politically significant.
