Significant efforts by the Centre and local administration security situation in J&K aims to restore peace and normalcy

Srinagar: Over the decades, Jammu & Kashmir has faced persistent security challenges, ranging from insurgency, militancy, and cross-border terrorism to issues stemming from the socio-political conflict. However, in recent years, there have been significant efforts by the government, both at the central and local levels, to restore normalcy and ensure peace.

These measures span across various sectors, from security and infrastructure to social welfare and governance. The insurgency has had a devastating impact on civilian life, with thousands losing their lives, widespread displacement, and destruction of infrastructure. The fear and unrest during this period created a deep trust deficit between the people and the government, further complicating efforts to achieve peace.

As of 2024, the security situation in Jammu and Kashmir, though still a work in progress, has improved significantly compared to previous decades. The abrogation of Article 370 in August 2019, which provided special status to the state, marked a watershed moment in the political history of Jammu & Kashmir. This move by the central government was seen as a step toward greater integration of Jammu and Kashmir with the rest of country. However, it has also led to a surge in tensions and concerns about its implications for security.

Post-2019, the government imposed a series of measures to contain unrest, including restrictions on movement, communication blackouts, and heightened security deployments. These actions were aimed at preventing the situation from spiraling out of control, especially in light of past experiences of unrest following political decisions.

While these restrictions were criticized by some for curbing civil liberties, the government argued that they were necessary to prevent violence and ensure the safety of citizens. In the years following the abrogation of Article 370, Jammu & Kashmir has seen a reduction in the intensity of militant activities. This can be attributed to sustained counter-insurgency operations by the security forces, as well as diplomatic efforts to reduce cross-border infiltration.

One of the cornerstones of the government’s strategy in Jammu and Kashmir has been the strengthening of security infrastructure. The establishment of anti-infiltration grids along the Line of Control (LoC) has played a crucial role in reducing cross-border terrorism. The deployment of advanced surveillance technologies, such as drones, thermal imaging, and ground sensors, has made it more difficult for militants to infiltrate.

Additionally, the government has increased the recruitment and training of local police forces, empowering them to handle internal security challenges more effectively. The government’s proactive approach in enhancing security intelligence and coordination between various agencies has also contributed to the prevention of major terror attacks, thereby ensuring a more stable environment for the people of Jammu and Kashmir.

Recognizing that security cannot be achieved solely through military means, the government has focused on development as a key pillar in its strategy to bring about lasting peace. Economic stagnation and lack of opportunities have been identified as underlying factors that fuel discontent especially among the youth.

In recent years, there has been a concerted effort to boost infrastructure development, with projects ranging from road connectivity, electricity, and water supply to digital infrastructure. The Prime Minister’s Development Package (PMDP) for Jammu and Kashmir, announced in 2015, continues to be a vital part of these efforts.

Projects under this package include the construction of new highways, bridges, and tunnels, which not only improve connectivity but also facilitate economic activities, such as tourism and trade. The government has also initiated skill development programs to provide young people with the tools they need to access employment opportunities.

By equipping the youth with skills in sectors like information technology, healthcare, and tourism, the administration aims to curb the appeal of militancy and reduce the lure of radicalization. Tourism has long been a significant contributor to Jammu and Kashmir’s economy. However, decades of violence and unrest severely crippled this sector, depriving thousands of people of their livelihoods.

In recent years, as the security situation has improved, the government has made significant efforts to revive tourism as a means of economic recovery and a symbol of normalcy. This revival has not only provided a much-needed economic boost but also sent a message that peace and normalcy are gradually returning to Jammu & Kashmir.

One of the most critical aspects of the government’s efforts to ensure long-term peace in Jammu and Kashmir is community engagement. The Government have been involved in several people-centric initiatives, aimed at winning the hearts and minds of the local population. Initiatives like educational scholarships, sports events, and vocational training programs have contributed immensely in reducing the alienation among the youth.

By addressing the basic needs of the people, the government aims to reduce the alienation that many feel towards the state and its institutions.

In addition, the local administration has focused on enhancing governance at the grassroots level. Panchayat elections, held in recent years, have been a key part of this strategy. By empowering local leaders and encouraging participative governance, the government aims to create a more responsive and accountable administration, capable of addressing the needs and concerns of the people.

The security situation in Jammu and Kashmir has seen significant improvements in recent years, thanks to the participative efforts of the government. Through a combination of strengthened security measures, development initiatives, community engagement, and governance reforms, the government is striving to ensure normalcy in J&K. The foundation for a brighter future is being laid with every passing day.
