Parliament Monsoon Session Begins Soon: Key Issues That Could Put the Modi Government on the Opposition’s Radar

All-Party Meeting to Set the Stage Before Parliament Convenes

With the Monsoon Session of Parliament set to begin on July 20, the Centre has convened an all-party meeting on July 19 to discuss the government’s legislative agenda and hear the concerns of various political parties ahead of what is expected to be a politically charged session.

The customary meeting will allow the government to outline the Bills it plans to introduce while giving opposition parties an opportunity to flag issues they want debated in both the Lok Sabha and Rajya Sabha.

Government Prepares for a Busy Legislative Calendar

The Monsoon Session will continue until August 13, following President Droupadi Murmu’s approval to summon both Houses.

Union Parliamentary Affairs Minister Kiren Rijiju, while announcing the schedule, said the session would focus on discussions and legislative business concerning issues of national importance.

Several significant Bills are expected to be tabled, making this one of the most important parliamentary sessions of the year.

Issues the Opposition Is Likely to Raise

The Opposition is expected to aggressively question the government on a range of political and administrative matters. Among the key issues likely to dominate the session are:

  • Alleged irregularities surrounding the NEET-UG examination
  • Defence Minister Rajnath Singh’s remarks regarding casualties during Operation Sindoor
  • Demand for accountability on issues of governance and transparency
  • Debate over the proposed 130th Constitution Amendment Bill
  • Concerns relating to recent political developments involving opposition parties

The Congress has already submitted a breach of privilege notice against Rajnath Singh over his comments on Operation Sindoor, indicating that the issue could become a major flashpoint during the session.

Constitution Amendment Bill Expected to Spark Debate

One of the most closely watched legislative proposals is the 130th Constitution Amendment Bill, which is currently under examination by a Joint Parliamentary Committee.

The committee is expected to adopt its report before the session begins. The proposed amendment has generated political discussion because it includes a provision that would require the Prime Minister, Chief Ministers and Union or State ministers to vacate office if they remain in judicial custody for 30 consecutive days in cases involving serious offences.

If introduced, the Bill is likely to witness extensive debate in both Houses.

Political Realignments Could Influence Proceedings

Apart from legislative business, recent political developments within several opposition parties could also influence parliamentary dynamics.

Changes in party strength, defections and shifting alliances are expected to alter floor strategy during debates, adding another layer of political intensity to the session.

With contentious Bills on the agenda and multiple national issues expected to be raised, the Monsoon Session is likely to witness heated exchanges between the Treasury benches and the Opposition.
