NIA Names Hafiz Saeed In Supplementary Chargesheet On Pahalgam Terror Attack, Details Cross-Border Conspiracy

The National Investigation Agency (NIA) has expanded its investigation into the 2025 Pahalgam terror attack by naming Pakistan-based Lashkar-e-Taiba (LeT) chief Hafiz Saeed in a supplementary chargesheet submitted before a special court in Jammu.

According to the agency, Saeed has been chargesheeted both in his individual capacity and as the head of the banned LeT as well as its proxy outfit, The Resistance Front (TRF), which investigators allege played a key role in planning and facilitating the deadly attack.

The supplementary chargesheet invokes provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act (UAPA). Investigators have also accused Saeed of conspiring from across the border to wage war against India.

The NIA said the latest filing builds upon its earlier chargesheet and contains additional evidence gathered through forensic analysis, field investigations and intelligence inputs to establish the alleged cross-border conspiracy behind the attack.

In its previous chargesheet filed in December 2025, the agency had named Pakistani handler Sajid Jatt, three terrorists later killed during Operation Mahadev, two arrested accused and the banned LeT/TRF organisation for their alleged involvement in the attack.

The Pahalgam terror attack took place on April 22, 2025, when Pakistan-backed terrorists allegedly targeted civilians in a religion-based assault. The attack claimed the lives of 25 tourists and one local resident, triggering nationwide outrage.

The case was initially investigated by the Jammu and Kashmir Police before being handed over to the NIA by the Ministry of Home Affairs. The agency said its investigation is continuing to uncover the complete conspiracy and identify all individuals involved in planning and executing the attack.

The attack was followed by India’s military response on May 7, when security forces carried out Operation Sindoor, targeting multiple terror infrastructure sites in Pakistan and Pakistan-occupied Kashmir.
