Mumbai: The Maharashtra government has taken a significant step to regulate private placement agencies and protect young job seekers from fraud. The Maharashtra Private Placement Agency (Regulation) Bill, 2025, has been passed in both houses, creating a safer and more transparent system for employment seekers in the state.
Under the leadership of the Minister of Skill Development, Employment, Entrepreneurship, and Innovation, Shri Mangal Prabhat Lodha, the government has introduced several measures to enhance skill development and employment opportunities for youth.
Legislative Council members acknowledged the growing number of job fairs in Maharashtra and the employment opportunities provided through the Mukhyamantri Yuva Prashikshan Yojana. They emphasized that these initiatives are visionary and highly beneficial for young job seekers. The passage of the Maharashtra Private Placement Agency (Regulation) Bill, 2025, was hailed as a historic decision aimed at curbing fraudulent recruitment practices and safeguarding job seekers’ interests.
Speaking about the bill, Minister Lodha said, “After forming the government, Honorable Chief Minister Shri Devendra Fadnavis instructed all departments to prepare a 100-day action plan. As part of this initiative, we introduced the Maharashtra Private Placement Agency (Regulation) Bill, 2025, under the Skill Development Department’s plan. This bill will protect young job seekers’ rights while ensuring accountability among placement agencies. With mandatory government registration, every placement agency will now function within a regulatory framework, ensuring transparency and trust among job seekers.”
The bill aims to:
• Expand national and international job opportunities for youth.
• Enhance collaboration with placement agencies for better employment prospects.
• Ensure transparency in private placement agencies’ operations.
• Encourage quality service standards in the sector.
Key Provisions of the Bill
1. Mandatory Government Registration:
• Previously, agencies could operate with a Gumasta license, but this will no longer be allowed.
• All placement agencies must now register with the government’s regulatory authority.
• No agency can function without a valid registration certificate.
2. Strict Action Against Fraudulent Practices:
• If an agency is found guilty of misinformation, fraudulent documentation, deception, misuse of information, failure to provide promised jobs, or misleading people using the government’s name, its registration certificate will be suspended or cancelled.
3. Penalties for Non-Compliance:
• Agencies operating without registration will face severe penalties or imprisonment under the provisions of the bill.
4. Government Collaboration to Promote Employment:
• The Skill Development Department will collaborate with registered private placement agencies to organize job fairs, career guidance sessions, skill development workshops, and seminars in the future.
With this bill, Maharashtra is set to establish a more secure and transparent placement system for job seekers while bringing unregulated private placement agencies under government oversight.
