Maharashtra government issues levels of restrictions for breaking the chain

Mumbai: The Maharashtra government has said that there will be five levels of restrictions for different classes/ categories of activities. In an order issued late last night, the government said these levels of restrictions shall be applied based on two parameters i.e. Case Positivity Rate and Percentage of Oxygen Beds Occupancy. The order said every disaster management authority shall enforce these levels of restrictions over administrative units falling under its jurisdictions.

Classifying the areas into various levels, the government said that where the positivity rate is below 5 per cent and oxygenated beds occupancy is less than 25 per cent will come under the level I. Similarly, those areas with less than 5 per cent positivity rate and oxygenated beds occupancy are between 25 and 40 will come under level II. Level III, IV & V areas will have more strict restrictions depending upon the higher positivity rate and increase in oxygenated beds occupancy.

According to the order, sporting activities, restaurants gatherings, marriages, meetings, construction activities, public transport, timings for shops dealing with essential items as well as non-essential items, malls/ theatres, gyms, salons, shooting, public transport, cargo movement will be Regular in level I category. Also, all private offices in level I and II have been allowed to open as per their regular working hours. However, in level III the private offices will remain open till 4 pm on working days except for the exemption category. Whereas, in level IV & V only those offices which have been classified in exemption category will be allowed to open.

The order further says that government offices and emergency services required COVID-19 management to always work with 100 per cent attendance. However, other government offices may have higher attendance in Mumbai with the permission of the Chief Secretary and the rest of the state, with the permission of respective disaster management authorities.

In case of commuting via local trains “Regular” movement is being allowed in level I areas with a rider that it will depend upon the trends of these parameters. However, the local Disaster Management Authority (DMA) may decide to put restrictions as per level, the order said.
