New Delhi: The New Hub of Global Manufacturing with schemes such as Production-Linked Incentive (PLI) and Gati-Shakti, India is well poised to attract some mega-investments in manufacturing as the global supply chains are being reshaped and opportunities for relocation arise post-Covid, said the panellist at the Public Affairs Forum of India’s (PAFI) 9th Annual Forum 2022.

The panel comprised Dr Ajay Kumar, Secretary, Ministry of Defence, Govt. of India, who hailed the rise of electronics manufacturing along with the recent upsurge in medical equipment manufacturing on account of COVID-19. He further added that the five permanent members of the United Nations Security Council (UNSC) account for 80 per cent of global military production and this disbalance needs to be taken care of as India is eying a permanent seat in UNSC.

Ms S Aparna, Secretary, Pharmaceuticals, Ministry of Chemicals & Fertilizers, Government of India spoke about the pharma industry. The first PLI was issued in the pharma sector and PLI 2.2 continued in ‘Atma Nirbhar Bharat Scheme”, which is currently active at 300 locations and 55 companies. She also encouraged for diversification of the market. She said that real growth will come from innovation. Ms. Aparna referred to the integration across pharma, chemical and technology as the game changer and termed Biochem and biogenetic therapy for ventures ahead.

Anurag Jain, Secretary – DPIIT Ministry of Commerce & Industry, Government of India stressed on PMP program from 2 to 107 manufacturing units for phones developed in India. Phone, Pharma and Military manufacturing are the leaders currently and PM Gati shakti encouraging inter-departmental cohesion. The recently announced NLP (National Logistics Policy) last week was not just a plan but it is accompanied by an action plan. There are 14 PLIs in motion currently and are in the first year. The government is also working on phase 2 of the National Single Window Portal and will be completed by 2023.

S Krishnan, Additional Chief Secretary, Industries, Investment Promotion and Commerce Department Government of Tamil Nadu added that the growth of Tamil Nadu is the growth of India and as a matter of policy the working has been synchronised with the central govt to effectively manage and implement the plans and schemes by central govt.

The welcome note was given by Mr Tanmoy Chakrabarty, Vice President, PAFI and the event was moderated by Mr Virat Bhatia, President, PAFI. Mr Bhatia went on to say that there is an effort to unleash the potential of India with the wars becoming asymmetric & non-kinetic. He further thanked and supported the innovation of the youth of India and start-ups, and celebrated the tremendous momentum of the progress being made in this domain.
