‘Cat Kumar’ Joins Bihar’s Bizarre Certificate Scam List, Authorities Suspect Conspiracy To Disrupt Voter Revision Drive

Rohtas (Bihar): In yet another case of absurd identity fraud targeting Bihar’s online documentation system, an application for a residence certificate under the name ‘Cat Kumar’ has triggered police action and a wider investigation.

The request, filed through the state’s RTPS portal, listed the applicant’s mother as ‘Catiya Devi’ and father as ‘Catty Boss’, with a fabricated photograph attached. The application landed on the desk of Nasriganj Revenue Officer Kaushal Patel, who immediately flagged it as suspicious. Rohtas District Magistrate Udita Singh ordered swift police action, leading to a case being registered against unknown individuals.

In his written complaint, Patel alleged the prank was an attempt to obstruct government work and “tarnish the image of public services.” He said the use of fake names and photographs was a deliberate misuse of the state’s digital service system. Authorities believe the act could be part of a broader plan to disrupt the Special Intensive Revision (SIR) — a statewide drive requiring citizens to re-submit age and residence proof for voter list updates.

RTPS in-charge Srishti Sagar confirmed the application was cancelled on August 4 and reported to the cyber cell. “This could have been done to interfere with the intensive revision programme,” she noted.

The ‘Cat Kumar’ case follows a string of digital mischiefs in Bihar’s bureaucracy. Just weeks earlier, Masaurhi officials discovered a residence certificate issued to a dog named ‘Dog Babu’, complete with a canine photo. Another case in Nawada featured ‘Dogesh Babu’, which went viral after being shared by the district magistrate.

Earlier this month, Samastipur authorities caught an application under the name of US President Donald Trump, complete with a doctored Aadhaar number and photograph. That case also led to an FIR.
