Dr Abdul Khabir
Dr Abdul Khabir is an officer of the Jammu and Kashmir Administrative Service with around 15 years of experience in public policy implementation, tribal and rural development, social welfare, local governance and district administration. He currently serves as Deputy Director in the Tribal Affairs Department, Government of Jammu and Kashmir, with additional charge as Deputy Secretary in the Science and Technology Department.
During his administrative career, he has worked in the Rural Development and Panchayati Raj, Social Welfare, Mission Youth, Mining and Tribal Affairs departments. He was part of the Mission Youth team whose youth-empowerment initiative received the Prime Minister’s Award for Excellence in Public Administration in 2022.
Dr Khabir holds a degree in Veterinary Science and has completed the Executive Programme in Public Policy and Management at IIM Calcutta, along with further training in governance, public policy, leadership and social development. His principal areas of interest include tribal welfare, youth empowerment, evidence-based policymaking, technology for public good and convergence-based governance in remote and marginalised regions.
