Thane Illegal Construction Penalties Waived, UDD Pushes for Property Survey Ahead of TMC Elections

Thane: The Urban Development Department (UDD), led by Deputy Chief Minister Eknath Shinde, has approved a waiver of approximately Rs 799 crore in penalties for illegal constructions in Thane registered up to March this year.

Thane, Shinde’s hometown, is a key political stronghold for the Deputy CM. While the waiver will reduce the Thane Municipal Corporation’s (TMC) penalty revenue, the UDD has instructed the civic body to conduct a comprehensive property survey. The survey aims to streamline property tax collection under both the ratable and capital-based systems, which the state considers the TMC’s most dependable source of income.

Officials noted that property owners had been delaying penalty payments in anticipation of such a waiver, with only Rs 145 crore of the total penalty amount actually recovered so far. The waiver is expected to secure at least this minimum collection. The UDD clarified that the move does not legalize illegal constructions and the state will not compensate the TMC for the revenue shortfall.
