Prime Minister Narendra Modi bid farewell to retiring members of the Rajya Sabha on Thursday, praising his predecessor Manmohan Singh’s contributions to the House while taking a sarcastic jibe at the Congress following the release of a “black paper” by Mallikarjun Kharge.

In his address, Modi referred to the Congress’s “black paper” as a “kaala teeka” (to ward off the evil eye), amidst the backdrop of his government’s achievements. He expressed gratitude to Kharge for the gesture, acknowledging it as an acknowledgment of the good work being done by his administration.

Earlier in the day, Congress president Kharge released a “black paper” highlighting what he deemed as the “failures” of the Modi government over the past decade. Kharge’s document criticized the government for issues such as rising prices, unemployment, and alleged discrimination against non-BJP states.

In response, Modi characterized the last 10 years as a period of significant progress for the nation, interpreting the “black paper” as a superstitious attempt to ward off any perceived negative influences on the government’s achievements.

Modi also alluded to the Opposition MPs’ symbolic protest of wearing black robes in the House, likening it to a “fashion parade” and implying that it lacked substance.

Kharge’s “black paper” release comes ahead of the government’s planned presentation of a “white paper” in Parliament, aimed at scrutinizing the alleged mismanagement of the economy before 2014. Modi wished retiring members well and expressed hope that their experiences would benefit future generations.
