Mumbai: The Maharashtra Cabinet, chaired by Chief Minister Devendra Fadnavis, today approved the State Housing Policy 2025, which promises every citizen a sustainable, secure, and environmentally friendly home by 2030 under the motto “My Home, My Right.” The policy emphasizes data-driven decision-making, use of modern technology, speed, transparency, and social inclusion.

Key Highlights of the Housing Policy:

Policy after Nearly Two Decades

The previous housing policy was released in 2007. After nearly 18 years, a comprehensive new policy has now been announced.

Four Guiding Principles

The policy is structured around Affordability, Inclusivity, Sustainability, and Resilience, aimed at addressing economic, social, environmental, and disaster-related challenges.

Focus on Social Inclusion

Special provisions are proposed for senior citizens, working women, students, and industrial workers.
• Rental housing will be provided to working women and students.
• Industrial workers will get rental homes for up to 10 years, after which ownership will be transferred.
• PPP (Public-Private Partnerships) will be promoted, and CSR funds will be encouraged for social housing.

Goal of 3.5 Million Homes by 2030

The state aims to construct 35 lakh (3.5 million) homes for the EWS (Economically Weaker Sections), LIG (Low-Income Group), and MIG (Middle-Income Group) by 2030 with an investment of ₹70,000 crore. An additional 5 million homes are targeted in the following decade.

Demand-Supply Survey by 2026

A comprehensive survey to assess housing demand in all districts will be completed by 2026 to guide further planning and implementation.

State Housing Information Portal (SHIP)

A centralized digital platform will enable tracking of housing demand and supply, geo-tagging of units, fund allocation, and integration with systems like MahaRERA, MahaBhulekh, PM Gati Shakti, etc. AI tools will support data analysis, forecasting, and decision-making. All schemes will link to the Maharashtra Unified Citizen Data Hub.

Creation of Land Bank

In coordination with various departments, a statewide land bank of government-owned land suitable for residential use will be created by 2026 and integrated with SHIP for new housing projects.

Special Category Housing

Proposed schemes for government employees, veterans, freedom fighters, differently-abled, journalists, artists, mill workers, mathadi workers, and airport staff.
• Affordable rental homes will be built near major hospitals in cities for relatives of patients.
• These schemes will follow PMAY (Urban) principles.
• In line with the “Walk to Work” concept, housing will be developed near employment hubs, especially in industrial areas.
• 10–30% of reserved land in industrial estates will be allocated for residential use.

Inclusive Housing in Metro Regions

Under UDCPR Rule 3.8.2 and DCPR Rule 15, inclusive housing schemes will apply to all metropolitan regions with over 1 million population. These will be tracked via a mobile app and updated on the housing department portal.

State-Level Grievance Redressal Committee

To ensure redevelopment projects are completed on time, a State High-Level Grievance Committee will mediate between beneficiaries and developers, monitor quality, and resolve disputes.

Self-Redevelopment Cell

To promote cooperative housing society-led redevelopment, a State Self-Redevelopment Cell and a dedicated ₹2,000 crore Self-Redevelopment Fund will be created.

MahaAwas Fund

A ₹20,000 crore MahaAwas Fund, as recommended by NITI Aayog, will be set up to support ambitious housing projects.

Affordable Rental Housing

Massive rollout of affordable rental housing through MHADA, CIDCO, and private developers.

Green Buildings

The policy encourages green buildings using heat-resistant materials, energy-efficient construction, rooftop gardens, and urban tree plantations to reduce heat and improve climate resilience.

Disaster-Resilient Construction

Under the Global Housing Technology Challenge, new technologies will be used to build homes that are resistant to heat, floods, and earthquakes.

Construction Technology Research Centre

A new center will be established to promote green, resilient, inclusive, and affordable construction technologies.

Redevelopment Policy Reforms

Tripartite agreements among societies, developers, and authorities will be mandated. Developers will be required to deposit advance rent into escrow accounts to protect tenants.
• MHADA to study extending redevelopment incentives to non-cessed buildings.
• Legal amendments will be made to speed up redevelopment outside Mumbai.

CSR Funds for Slum Rehabilitation

Social Responsibility Funds will be used for affordable housing for women, senior citizens, and students. Operational mechanisms will be defined to support such projects.

Knowledge Partners Appointed

Institutions like IIT, IIM, UDRI, and WRI will be appointed as knowledge partners to strengthen the policy framework and respond to evolving challenges.

Slum Rehabilitation Provisions:

Use of Central Government Land

The policy proposes the use of Central Government land for joint slum rehabilitation projects with funding from central agencies.

IT-Based Project Management

Tech tools will be used for real-time monitoring, beneficiary tracking, and fund management to improve transparency and accountability.

Cluster Redevelopment Encouraged

Slums within a ward will be redeveloped collectively using integrated planning.

CSR for Slum Rehabilitation

CSR funds will be used to finance slum rehab projects and promote public-private collaboration.

Mandatory Registration of Development Agreements

Agreements between slum dwellers and developers must be registered with minimum stamp duty to protect legal rights.

Shared Amenities in Rehab Area

Common areas such as parking, staircases, and lift lobbies will be included in FSI incentives.

Redevelopment of Dangerous Buildings

Buildings in dangerous condition will be redeveloped with incentives similar to Rule 33(7A).

New Developers for Stalled Projects

New capable developers will be appointed through tenders for slum rehab projects that have seen no progress.

Joint Venture Projects

For 228 stalled projects in MMR, joint ventures involving BMC, MHADA, CIDCO, MMRDA, MahaHousing, and others will be launched with government approval.
