Rajasthan Government Tightens Control: New Rules Introduced for Private Foreign Trips of Government Officials

The Rajasthan government has introduced new guidelines requiring government employees and officers to provide detailed information before embarking on personal foreign trips. In a move aimed at increasing transparency and accountability, employees will now need to disclose not just their destination and purpose, but also the estimated cost of their trip and the source of the funds.

According to the newly issued guidelines, government employees will have to fill out a detailed proforma, outlining key information such as the trip’s duration, reason for travel, and a breakdown of the projected expenses. Additionally, the proforma mandates disclosure of past foreign trips undertaken in the last four years, including details on their duration and purpose.

This is the first time that such comprehensive information is being sought from government officials regarding their personal travel. Previously, only trip approval was required, without any obligation to provide financial or other relevant details. Official sources believe that this new rule will assist in tracking other potential sources of income among government officials, adding a layer of financial oversight.

As per the guidelines, the approval process for personal foreign travel will vary depending on the position of the employee. For general government employees, approval will come from the head of their respective department, while for senior IAS and IPS officers, the Chief Secretary and the Chief Minister will be responsible for granting permission.

The guidelines also include conditions for approval, such as prohibiting government employees from engaging in any form of employment or business during their foreign visit. Additionally, the government has clarified that no expenses related to personal trips will be borne by the state.

This new policy marks a significant shift in how Rajasthan’s government oversees the personal activities of its employees, with an emphasis on financial transparency and ensuring that trips are self-funded.
