Prime Minister Narendra Modi on Sunday urged states to create an enabling environment for start-ups to flourish, particularly in Tier 2 and Tier 3 cities. Addressing the fourth national conference of chief secretaries in New Delhi, PM Modi emphasized the need for simplified compliance processes to prevent citizen harassment and called for reforms that foster public participation in governance.

Highlighting the rapid growth of start-ups in smaller cities, the Prime Minister encouraged states to identify entrepreneurial hubs and support them with access to banking, logistics, and other infrastructure. “States must take the initiative to connect budding entrepreneurs with resources to help their businesses grow,” he said, according to an official statement.

PM Modi also stressed the importance of streamlining regulations that often burden citizens, urging states to adopt a governance model rooted in “Jan Bhagidari” (citizen participation). He underscored the importance of focusing on “reform, perform, and transform” while ensuring citizens are informed about government initiatives.

Additionally, the Prime Minister addressed the growing concern of obesity, urging states to treat it as a serious health challenge and implement measures to tackle it effectively.

The conference brought together chief secretaries from all states and union territories to discuss governance reforms, citizen welfare initiatives, and strategies for sustainable development across India.
