The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has greenlit the Ministry of Home Affairs’ proposal for the continuation of the implementation of the Umbrella Scheme on ‘Safety of Women’. The scheme is slated to run from 2021-22 to 2025-26, with a total cost of Rs. 1179.72 crore.
Of this budget, the Ministry of Home Affairs will contribute Rs. 885.49 crore from its own funds, while Rs. 294.23 crore will be drawn from the Nirbhaya Fund.
Ensuring the safety of women involves various factors such as stringent laws, effective justice delivery, prompt redressal of complaints, and accessible support systems for victims. The government has already strengthened deterrence against offences targeting women through amendments in key laws like the Indian Penal Code, Criminal Procedure Code, and Indian Evidence Act.
In collaboration with states and union territories, the Government of India has initiated several projects aimed at enhancing women’s safety. These projects aim to bolster state-level mechanisms for swift intervention and investigation in cases of crimes against women, as well as to improve efficiency in investigation and crime prevention.
Under the Umbrella Scheme for “Safety of Women”, the government intends to continue the following projects:
- 112 Emergency Response Support System (ERSS) 2.0
- Upgradation of Central Forensic Sciences laboratories, including setting up a National Forensic Data Centre
- Strengthening DNA Analysis and Cyber Forensic capacities in State Forensic Science Laboratories (FSLs)
- Cyber Crime Prevention against Women and Children
- Capacity building and training of investigators and prosecutors to handle sexual assault cases against women and children
- Women Help Desk & Anti-human Trafficking Units
With the Cabinet’s approval, these initiatives signify the government’s commitment to enhancing women’s safety and combating crimes against them through a comprehensive and coordinated approach.
