Navi Mumbai Municipal Corporation’s New Ward Structure; Former Corporators Face Fresh Political Challenges

Navi Mumbai: The recently announced new ward structure of the Navi Mumbai Municipal Corporation (NMMC) has created a major headache for former corporators. Until now, the civic body had 111 wards, but it has now been reorganised into just 28 wards. Each ward will consist of four divisions, with 27 wards having four members each, and one ward having three members.

Since its inception, NMMC’s ward restructuring has repeatedly altered the course of local politics. Established in 1992, the corporation’s first elections were held with a limited number of wards. With rising population and city expansion, the ward boundaries were redrawn from time to time. In the last election held in 2015, there were 111 wards. Now, ahead of the 2025 polls, a drastic restructuring has been implemented.

This new setup has disrupted the traditional political equations of many ex-corporators. Strongholds where they had enjoyed dominance for years have been redrawn to include new areas, making the situation more complex. For example, in some zones along the Thane–Belapur industrial belt, adjoining residential localities have now been merged, while in wards such as Vashi and Koparkhairane, population-based changes are set to upset the old balance of power.

Once the election battle begins in January, former corporators will no longer be able to rely solely on their old bastions. They will need to campaign vigorously across the three newly added divisions of their respective wards. Building new grassroots networks, expanding outreach, and taking up local issues will be crucial. Those who had depended entirely on one traditional stronghold may now face a battle for survival.

The restructuring is expected to intensify political competition, with several unexpected contests likely to emerge. For parties such as Congress, BJP, Shiv Sena (Shinde faction), Shiv Sena (Uddhav faction), and NCP (both Sharad Pawar and Ajit Pawar factions), selecting candidates will be a major challenge. Analysts also predict that rebellion within parties could increase in several wards.

The redrawn ward boundaries have also altered the voter demographics. Citizens are now demanding better delivery of basic civic amenities such as roads, water supply, solid waste management, schools, and healthcare facilities across all wards. Localities that were earlier neglected may now finally find political representation under the new structure.

Experts note, “The new structure will force former corporators to work harder to maintain their influence, while simultaneously creating opportunities for new and younger leadership. This election could very well change the existing equations of power within Navi Mumbai politics.”
