No private members business, notices preferred through e-Notice portal, limited time to raise issues

New Delhi: The 18 day monsoon session of the Parliament is to begin from September 14 and end on October 1. Besides, no Question Hour, all the members will have to login through their members portal for correspondence with the secretariat. Members have been requested to prefer using the e-Notice portal to file their notices to avoid physical handling of papers. There are restrictions on time and number of times a member can raise matters or notices during a week.
Besides this all the members attending the session will have to get themselves tested for Covid-19.The current strength of the 17th Lok Sabha is 545 of its total strength of 550 members. The current strength of the Rajya Sabha is 245 out of the total strength of 250 members
The fourth session of the 17th Lok Sabha will commence from September 14 and the first day sitting will be for four hours commencing from 9 am to 1 pm. The 252nd session of the Rajya Sabha will commence on September 14 and will be of four hours from 3 pm to 7 pm. Exceptions to many rules of business of both the houses have been made citing prevailing Covid-19 pandemic situation.
Like there will be no question hour, there will also be no private members business held. All the members have been urged to as far as possible submit their notices for – Adjournment Motion, Calling Attention, No Confidence, Motion to oppose a bill and Privileges, Online using the e-Notice portal to avoid physical handling of papers. A collection box for notices will also be kept at the Parliament Notice Office (PNO) for the purpose.
However, a member will be allowed to raise one category of notice in a day and in a week. The member will not be allowed to club more than one issue in a single notice and the word count for the same has been limited to 250 words. Notices, amendments to resolutions, amendments to bills shall be submitted one day prior to the given date. Members cannot raise notices or matters in the name of other members.
In the Rajya Sabha, a member shall be allowed seven minutes to raise a Calling Attention Notice, three minutes to raise any other matter and cannot make one submission as “Matters raised with Permission”. The prerogative of the Chairman in deciding the order and notices of urgent importance shall be final. Besides, no member will be allowed to send notices on Fax and that prior notices will be accepted only between September 9 to September 14 only.
