UP Teacher Transfers Face Heat as Federation Flags Irregularities in Third Adjustment Phase

Lucknow: The latest round of primary teacher adjustments in Uttar Pradesh has sparked controversy, with a teachers’ body alleging serious flaws in how the process was carried out at the district level. The Primary Cadre of the National Educational Federation has called for the complete rollback of the third phase of adjustments, citing violations of official guidelines and a lack of uniformity across districts.

According to the federation, the state government had clearly instructed that surplus teachers be redeployed to schools without teachers or those running with a single instructor for the 2025–26 academic year. District committees were given the responsibility to complete the exercise within a fixed timeline. However, the teachers’ body claims the implementation differed sharply from one district to another.

Union leaders alleged that there was no common yardstick for identifying surplus staff. While some districts reportedly marked senior teachers as surplus, others shifted junior educators, creating confusion and allegations of bias. The federation further claimed that contractual instructors and education volunteers were wrongly included in the regular teacher count, contrary to departmental norms.

The process of reallocation has also been questioned. In several districts, teachers were asked to give location preferences before being moved, while in other areas transfers were done without any consultation. The organisation alleged that in some cases, teachers were relocated to revive closed schools, only to leave previously functional institutions short-staffed.

Another concern raised was the updating of teacher postings on the U-DISE portal without formally relieving teachers from their earlier schools or completing charge handover procedures. The federation described this as a serious procedural lapse that could lead to administrative and legal complications.

Demanding immediate intervention, the federation has urged the basic education department to cancel all district-level adjustments made during the third phase and introduce a transparent, state-wide mechanism. Memorandums highlighting these concerns have been submitted to senior officials, with teachers seeking swift corrective action.
