TheNews21 impact: After 12 years a ray of hope for doctors across the state working on ad-hoc basis with government hospitals

The DMER today issued an order to Mumbai based government hospitals on regularising ad-hoc basis appointed doctors. Recently temporarily appointed doctors from 18-state run hospitals had urged with the Ministry of Medical Education against their 12-yr pending issue of permanent appointments in Govt hospitals

Mumbai: The Directorate of Medical Education and Research (DMER) has issued an order to Mumbai based government hospitals and has asked for the details of temporary doctors who have been working on ad-hoc basis so as they can be regularized.

In the recent past, nearly 480 medical officers working on ad-hoc basis across the state on the frontline tackling the Coronavirus had raised the issue of their permanent appointment in government hospitals to Minister for Medical Education, Amit Vilasrao Deshmukh. In the email to the Minister, they have argued that despite posts being vacant across Maharashtra, the procedure for appointment has been halted. In absence of procedural appointment from the year 2009, the medical officers have been working on the same posts on ad-hoc basis.

On June 9, 2020 the DMER issued an order to the authorities of Mumbai based government hospitals on the same issue. The copy of the letter is available with TheNews21, and it states that the hospitals should submit detail proposal of temporary doctors to the DMER. The letter further added that the same would be submitted to the government for regularising these doctors.

The ad-hoc medical officers from 18 Medical Colleges and Hospitals across Maharashtra had in their letter had highlighted that most of them have been working for more than 10 to 12 years with the same hospitals.

They are on the same pay-scale of sixth pay commission salaries with no facilities like casual or medical holidays, maternity leave for women medical officers and the payment structure is based on sixth pay commission.

“From the year 2009 the appointments in hospitals have been, either by the health department or by the medical education. The Health department has been regular in appointing however the issue cropped up when the appointments are from DMER. I am thankful that the government thought of us and has taken initiative”, said a doctor on the condition of anonymity.
